Fake Talent Agency Consultations and Fee returns?

Okay, this is how it goes. My sister and I went to a talent agency that we heard about through a friend who knew nothing about the company other than the fact it was a talent agency locally. So we called them up and set up and appointment for my sister, and myself and they told us there would be a $60 Consultation fee for the both of us. Now I've been in the acting business for a long time and I know that NO AGENCY is supposed to ask for money up front, only get their money when they find jobs for their clients. So I was not expecting to find out that we had to pay damn near $1200 for head shots and booking fees or get your own head shots and just pay the $600 booking fee..... Yeah I know. But either way I had to pay for the consultation fee..... Now finding out it was not legit, is there anything I can do to get my $120 fee back? I did not get a receipt because after discussing for 3 hours different projects she worked on, I felt it would be okay and we rushed out cause she had an appointment elsewhere. LEGALLY..... without a receipt and knowing that even though you DON'T ask for money up front, what can I do to get my money back? Yes, she has worked and supplied talent for many projects, but that upfront fee of $600 for booking is NOT COOL.... All I want is my consultation fee back.... how do I go about doing it?
