How can we Muslims as a nation force our leaders to have a system according to our culture when....?

....people who should guide us ,lead us or either shutting their mouth,or killing us or not raising their voice against these criminals.Today again in our country Pakistan dozens of innocent people were killed.You tell me should not our scholars force Jihad against both parties.These criminals who are doing suicide bombing and politicians.In Pakistan more than 60% people who are young very young who can bring change to Muslim world.Why no one is guiding these youngsters??Salam
