He doesn't want a relationship, which is fine, so why is he ignoring me now?

We have been dating and hooking up for 6 months now (but we were acquaintances for years before that). He always liked me, but I was never interested since I always had a bf. 6 months ago I broke up with my bf of 5 years, and I started dating this new guy. We keep it casual- only see each other once a week, talk once to twice a week-usually through text or facebook chat. We have had talks about how much we like each other, said i love you a few times, but he has always said he doesn't want to rush things b/c he is scared of getting hurt again. After a night of drinking we had the relationship talk again, he said he wants to wait until he is sure that its right. Ok, so he doesn't want to be in a relationship I told him this was completely fine. But for 2 weeks now he ignores my texts, and doesn't text me. When I'm fb he logs on and off real quick. I have seen him 2 in these 2 weeks, but it was b/c of going to mutual friends parties. While there we act like we normally do (like bf/gf), and he introduced me to his cousin as his girl, but once the party's over he ignores me! Why is he doing this? What should I do? I don't care if he doesn't want a relationship, but I want to at least continue the FWB deal, so why is he normal around me when we run into each other, but doesn't go out of his way to make plans with me, or ignores me leaving it up to chance???
